When I contacted Ting and asked about this promo code the customer service rep told the code is only good for $25.00 off not $50.

This is a deceitful claim. Discount is not as stated and this was done intentionally. Unethical!

The discount was changed from $50 to $25 some time ago. A $25 discount for new customers can be found on Ting's own website.
